Born in Quebec, Canada of American parents, Frank’s family returned Stateside to Manchester in 1961 where he attended St Anthony’s parochial school. After completing four years at St Joseph’s High School Seminary in Maine, he graduated from Saint Anselm College with a Bachelor’s in Political Science and from the University of New Hampshire (Durham) with a Masters in Public Administration. In 1974, Frank began his lengthy career in workforce development at Southern NH Services (SNHS), starting as a Program Planner and leaving 10 years later as a CETA Program Operations Director. In 1984, he joined the NH Job Training Council, a non-profit agency providing statewide Federally-funded employment and training activities, and served in various capacities including Program Design Manager, Quality Assurance Manager, and Director of Operations.
