Workforce Innovation and Opportunity Act

WOIA is an employment and training program funded by the U.S. Department of Labor to help Dislocated Workers and other Eligible Adults access the tools they need to manage their careers through information and high quality services, and to help U.S. companies find skilled workers.

Southern New Hampshire Services and the other five New Hampshire Community Action Agencies are key partners in delivering statewide employment and training services. SNHS has been contracted by the Department of Business and Economic Affairs (BEA) Office of Workforce Opportunity (OWO) to serve as the Workforce Innovation and Opportunity Act (WIOA) Program Administrator. SNHS is responsible for the service delivery and performance outcomes of the WIOA Adult, Dislocated Worker, and National Emergency Grants for the State of New Hampshire.

SNHS is a proud member of the NH Works American Job Centers throughout the state. This partnership includes the Department of Business and Economic Affairs, NH Department of Education, NH Employment Security, NH Department of Health and Human Services, Senior Community Services Employment Program, and the NH Community College System.

WIOA Employment Counselors may provide the following services at no cost:

  • Vocational Assessments to help identify skills, interests, abilities and potential barriers to employment.
  • Provide information on the local labor market and in-demand occupations within NH.
  • Develop a Career Path and Employment Plan to help guide that process.
  • Occupational Skills Training: classroom based training that can lead to an industry recognized credential. There are over 800 training programs to choose from.
  • On-the-Job Training: Participants are hired by an employer and hands-on training is provided; allowing the employee to “earn while they learn”.
  • Support Services: Additional supports may be available to help eliminate or lessen barriers that prevent someone from participating in a fulltime training program. These supports could include: transportation reimbursement, child care reimbursement, uniforms, tools, and other emergency services.
  • Educational Services and Skills Upgrading in areas such as ESOL, HiSet preparation, basic reading, math, and computer literacy.
  • Job Search Services and Job Readiness Activities, including development of interviewing skills and resume writing.
You may be eligible for WIOA if:
  • You have been recently laid-off or terminated
  • You are unemployed
  • You are collecting Food Stamps or TANF
  • ou are employed and your income is below the self-sufficiency guideline (based on family size; see a Career Navigator for details)
  • You are a displaced homemaker
  • You are homeless
  • You are an individual with a disability


Services are available statewide in all 12 NH Works offices.
