JOB SUMMARY:
The incumbent of this position is responsible for Oversight of the implementation, management, and sustainability of a statewide apprenticeship program for early childhood education in coordination with the US Department of Labor (DOL) and providing assistance and support to the T.E.A.C.H. NH program.

Received: Works under the direct supervision of the Early Childhood Specialist, and general supervision of the Child Development Director.

JOB RESPONSIBILITIES:
• Coordinate all processes with US Department of Labor, NH representative
• Staff and assist in convening of the Early Childhood Apprenticeship Program (ECAP)/T.E.A.C.H. NH Advisory Group in conjunction with the T.E.A.C.H. NH Counselor and other agency staff as assigned.
• Establish criteria and application process for programs, mentors, and apprentices.
• Create and maintain manual for expectations, processes, and tracking for ECAP and assist in maintenance of T.E.A.C.H. NH administrative documentation.
• Facilitate recruitment of programs and apprentice candidates; develop informational materials and web presence.
• Review and approve applications for all aspects of program participation.
• Review and approve applications for apprentice candidates including determination if candidate must complete a pre-apprentice program before being accepted.
• Establish criteria for successful completion of apprenticeship requirements and all necessary forms, tools (ex. journals, portfolio, artifacts, files, observations) and evaluation materials.
• Identify parameters for application of prior learning to competencies, hours, and coursework.
• Create or identify and implement mentor training (ex. course or seminar).
• Track data required for completion of competencies, hours, and coursework for apprentices and report to DOL.
• Monitor and evaluate the desired outcomes and performance measures for the apprenticeship program and report to the Bureau of Child Development and Head Start Collaboration (BCDHSC).
• Monitor budget for expenses, mentor stipends, and any other affiliated costs.
• Schedule and host mentor and apprentice collaboratives and networking (statewide or regionally) for the purpose of recruitment, fostering retention and peer support.
• Monitor how the apprenticeship is working for programs, apprentices and mentors. Identify and document successes.
• Identify and document barriers to participation or progress from program, apprentice and mentor vantage points.
• Assess overall participation experiences and use data to formulate necessary adjustments and improvements to assist in minimizing barriers to participation.
• Support T.E.A.C.H. NH statewide and administrative needs as assigned.
• Monitor program compliance and impose sanctions when appropriate.
• Possess good interpersonal and communication skills, including the ability to work as a part of a team, communicate effectively both orally and in writing, receive and provide feedback, and manage dynamic interchanges in meetings and other community outreach activities.
• Possess ability to work independently, with little supervision, and complete multiple tasks and job responsibilities in a timely and efficient manner.

• Responsible for having adequate knowledge of all SNHS programs and will gather sufficient intake information to make referrals to other SNHS programs which are beneficial to the client and his/her family.

REQUIRED SKILLS AND ABILITIES:
• Have the ability to develop and maintain strong collaborative relationships with state agencies, state college faculty, early childhood providers, and those individuals entering the workforce
• Have the ability to travel statewide as required.
• Demonstrated ability to be objective, fair and unbiased and adhere to conflict of interest policies.
EDUCATION AND/OR EXPERIENCE:
• Baccalaureate Degree in Early Childhood Education or a related field with 18 ECE credits.
• Minimum of two (2) years’ experience working in an early childhood setting.
• Associate’s degree in Early Childhood Education with at least 5 years’ experience may be considered in lieu of a Baccalaureate Degree, with the approval of the Child Development Director.
PREFERRED EXPERIENCE:
• Familiarity with NH state level early childhood workgroups and initiatives.
