Fuel Assistance

**The Fuel Assistance Program for Winter 2020-2021 will be officially opening on December 1, 2020.
Enrolled households will receive their benefit letter after this date.

Fuel AssistanceThe Low-Income Home Energy Assistance Program (LIHEAP) provides elderly, handicapped and low-income residents with the financial assistance necessary to meet vital heating and utility expenses. This important program is funded by the U.S. Department of Health and Human Services. Clients may also choose to participate in developing a case management plan to achieve increased financial self-sufficiency to avoid energy related emergencies.

Fuel Assistance applications for vulnerable households (those with at least one member who is elderly, disabled or under the age of 6) are taken beginning on July 1 for the upcoming winter season. This is a pre-registration process for the program which officially opens in early December each year. Those households in this category that applied for the program last year have the choice of submitting their pre-registration application (with all required documents) by mail or calling for a face-to-face interview.

As of September 1, all others wishing to apply for Fuel Assistance must call their local office to schedule an appointment.

The income guidelines listed are for the start of the program year. They may be increased at a later date if funding permits.

Financial Capability Program

Financial capability is the capacity, based on knowledge, skill and access, to manage financial resources effectively. The program helps low-to-moderate income clients develop this capacity by providing free tax preparation, one- on-one financial coaching, financial crisis intervention, workshops and access to partner financial services.

Through an Integrative Personalized Intervention model, financial education and skill building are provided through one- on-one sessions. An important component of Financial Capability is providing clients with access to the Individual Development Account (IDA) program, a matched savings program assisting low income individuals saving to purchase a home, start a business, or pursue a post- secondary education.

FAST FACTS:

  • Clients who have not filed tax returns in recent years may still receive tax preparation services
  • Clients who earn up to $64k with a family of four could be eligible for the Earned Income Tax Credit (EITC)
  • Program works with clients who have had a financial crisis that has resulted in bad credit and unpaid bills and would like to rebuild their credit
  • Some individuals may be asked to provide a tax return in order to receive Financial Capability services
  • Program encourages referrals from staff working with clients in other SNHS programs

Workplace Success

Fast Facts

• The goal is to increase the employability of all participants to help them obtain paid employment that will lead to self sufficiency

• WPS is a work simulated environment that takes place in a classroom setting, under the supervision of a WPS Coordinator

• Employment goals are identified through Vocational Assessment and a Career Plan

• Participants complete job applications, cover letters, resumes, and thank you letters

• Participants learn skills such as interviewing, networking, time management, appropriate dress, financial literacy, balancing work and family

• Participants learn additional skills such as computer skills, customer service, critical thinking, communication, and stress management

• Participants learn new job skills and obtain direct work experience and potential references

• Participants gain extended hands-on work experience through the Work Experience Program (WEP)

• Some participants may be eligible to be referred to the On-the-Job Training Program (OJT)

The Workplace Success (WPS) Program is funded by the NH Department of Health and Human Services (DHHS) and represents a collaboration between the Division of Family Assistance, SNHS, and the other New Hampshire Community Action Agencies to enable TANF recipients to move from welfare to work. Workplace Success provides participants in the New Hampshire Employment Program (NHEP) with the skills, knowledge, experience, and support needed to obtain paid employment.

The program prepares participants to enter the workforce by providing them a broad set of workforce development services starting with an in-depth vocational assessment process leading to a personal Career Plan.

Job Readiness and Job Search

Once their career pathways are identified, participants typically engage in Job Readiness and Job Search workshops addressing preparation of job applications, cover letters and resumes, interviewing skills, Thank You notes and follow up, as well as appropriate dress, time management, career portfolio development, financial literacy, and balancing work and family.

Job Club

Job Club is an important daily group activity that enables participants to practice mock interview skills, networking techniques, meet local employers and job search experts, research job prospects, and share job search experiences.

Embedded /Work Skills Training

Embedded /Work Skills Training is used to introduce and reinforce new skills needed in most jobs such as keyboarding, basic computer literacy, customer service, critical thinking, communication skills, stress management and other useful skills. Participants successfully completing these activities or demonstrating competency in these areas then become involved in work-centered activities beginning with Service Bureau.

Workplace Success Program’s Service Bureau

The Workplace Success Program’s Service Bureau allows trainees to perform work assignments that offer them the opportunity to learn new skills, obtain direct work experience, network with potential employers, and develop employment references. These community-based projects are performed both on-site and outside of the Career Centers.

Work Experience Program (WEP)

The Work Experience Program (WEP) is another important component of the Workplace Success Program. It provides NHEP participants an opportunity to improve their employability and gain the skills, knowledge and work habits necessary to obtain employment through supervised 16-week unpaid work assignments with participating host sites. These Work Experience positions develop new work skills, for 20-30 hours per week within a nonprofit, business, or local/state government host site, often resulting in paid or partially subsidized employment (OJT). The host sites benefit by having extra personnel to assist with their organization’s work needs along with a no-risk opportunity to evaluate a participant for employment. Often, the NHEP On-the-Job Training Program (OJT) is available to the host site if they plan on hiring the WEP participant.

On the Job Training (OJT) Program

The On the Job Training (OJT) Program reimburses employers to offset some of the costs associated with supervising and training NHEP participants as newly hired full-time employees in their company workforce. The OJT program is especially useful to employers expanding their business and who need workers trained in specific job skills.

The employer receives a wage reimbursement up to 50% ($3,500 maximum) during the new employee’s contracted OJT training period (maximum 6 months). As an even greater incentive, participating employers can benefit from a tax credit for up to $9,300 over 2 years through the Work Opportunity Tax Credit (WOTC) for each NHEP participant who completes and remains employed the end of their OJT training.

In an effort to stretch its resources and serve more participants, NHEP has partnered with the Workforce Innovation and Opportunity Act (WIOA) Program to fund OJT opportunities for TANF public assistance recipients, whereby WIA reimburses participating employers for training and NHEP provides OJT development and support services to its participating trainees.
